CONGREGATIONAL OFFICER JOB DESCRIPTION

MINISTRY NAME 
PRESIDENT 

PURPOSE      
• To serve as the first level executive officer of the congregation.  
• To work with all elected and appointed officers, boards, and committees to assist them in carrying out their assigned duties and responsibilities.   
 
ASSIGNMENT  
• The congregational President is a required officer on the Church Council and is an elected position within the church organizational structure.  As such, they are selected by the Nominating Committee, voted into office by the Voters Assembly, and serve a term per the requirements of the church Constitution and Bylaws.   
 
ACCOUNTABILITY     
• The President is accountable to the church congregation and Senior Pastor.  
 
QUALIFICATIONS  
• The congregational President shall have the talents and necessary aptitude to function as an executive officer within the church.   
• They shall be a committed Christian and be capable of interacting with the various officers, boards, and committees within the church.  
• Background check is required. 
 
DUTIES AND RESPONSIBILITIES 
• Preside at all meetings of the Church Council and the Voters Assembly.  
• Appoint a substitute to preside at meetings of Church Council and Voters Assembly when unable to attend.  
• Preparation and distribution of agendas in advance of Church Council and Voters Assembly meetings.  
• Exercise with care that meetings are conducted in an orderly and Christian manner. Appoint all special committees reporting to the Church Council or any of its Boards, and the Voters Assembly.  
• Meet regularly with the appropriate pastoral staff and Vice President to review past progress and plan future efforts and priorities.  
• Inform the appropriate pastoral staff, corporate officers, and Board Chairs of any pertinent issues received from the congregational membership. 
• Together with the appropriate pastoral staff, he shall be an ex-officio member of all boards and committees, keeping himself informed on the total organization and work of the congregation. 
• Together with the Secretary or Treasurer of the congregation, as appropriate, sign all legal documents and contracts in the name of the congregation after any necessary and due authorization from the Voters Assembly. 
• To the best of his ability, enforce the Constitution and Bylaws of the congregation and  •  carry out the expressed will of the congregation as embodied in the resolutions of the Voters Assembly.  
• Assist as needed with the coordination of calendar activities for the coming year.

Christian Education

CONGREGATIONAL MINISTRY DESCRIPTION
Trinity Lutheran Church, Savannah, Georgia

MINISTRY NAME
BOARD OF CHRISTIAN EDUCATION 

PURPOSE
• To guide the congregation’s ongoing Christian education efforts, and provide learning opportunities for all members, child and adult, as well as for prospective members. 
• To strengthen the Christian home and help equip the parents, children, and young people for Christian family living. 
• To provide and promote cooperative leadership education to, and oversight and coordination of, volunteer members involved in Christian Education. 

COMPOSITION & ORGANIZATION 
• The Board of Christian Education, hereafter referred to as the BOARD, shall normally consist of a CHAIR and recruited voting members of the congregation.  The CHAIR is elected by the voting members of the congregation at an appropriate and regularly scheduled Voter’s Assembly meeting. 
• The Chair will serve a term as specified in the church Bylaws, and is a designated voting member of the Church Council.  Willing and able voting members of the congregation will be recruited to serve on the BOARD and its various subcommittees.  In the absence of an elected candidate to serve as the CHAIR, the Sunday School Superintendent will serve as the CHAIR until 1) the election of a candidate to the CHAIR position at the next scheduled Voter’s Assembly meeting in which candidates are elected, or 2) the Church Council appoints an individual to the position. 
• There shall be a minimum of three persons, excepting the CHAIR, serving on the BOARD. 
• There shall be no limit to the maximum number of persons serving to accomplish the functions of the BOARD. 
• The BOARD, under normal circumstances, shall meet at least once each month, except up to twice per year at the discretion of the CHAIR, provided sufficient advance notice is communicated to all BOARD members. 
• A background check is required for each member of the BOARD.

ACCOUNTABILITY    
• The CHAIR is accountable to the Church Council, with oversight and guidance provided by the Director of Christian Education. 

QUALIFICATIONS 
• The CHAIR shall have the talents, necessary aptitude, and commitment to function as a member of the Church Council.  
• They shall be a committed Christian, capable of receiving direction from and cooperatively working with the Sunday School Superintendent, facilitating the direction of other BOARD members, and interacting with congregational members of all ages. 
• Background check required.

RESPONSIBILITIES OF THE CHAIR 
The CHAIR of the BOARD shall: 
• Assist in the establishment and communication of goals and activities for the BOARD. 
• Schedule, set and distribute the agenda, and preside at the regular meetings of the BOARD. 
• Help identify, recruit, and train lay adult volunteers for positions within the Board, and recommend them to Church Council for approval.  Ensure background checks are completed for all Board members.
• Appoint subcommittees and individuals to plan and implement the various activities of the BOARD.
• Report, in writing, the status and recommendations of the BOARD to Church Council and the Voter’s Assembly. 
• With appropriate advance notice provided to all BOARD members, call special meetings of the BOARD, reschedule, or cancel any regular meetings. 
• Appoint, when necessary, a BOARD member as a substitute for the CHAIR and assume their duties. 
• Seek the counsel of the Pastors and other church leadership in the development and administration of Christian Education programs. 
• Cooperatively manage the conduct of all programs associated with Christian Education.  
• Assist in the development and administration of an annual budget for the Christian Education programs.
• Recognize, inform, and consult with the President of the Church Council if they believe they are unable or unwilling to fulfill their commitments to the BOARD, and to resign until such time as the situation is remedied.  Should the CHAIR decide to quit their position, and barring an emergency situation, they are to 1) provide sufficient notice and reason to the President so as not to disrupt the operations of the BOARD. 2) continue in their position for 30 days, or until such time as their replacement has been designated, whichever comes first and 3) work in conjunction with the new CHAIR and Church Council to affect a smooth transition of any work in progress.

Members of the BOARD shall: 
• Serve for a period of one year or, at the discretion of the CHAIR, the requisite amount of time required to fulfill their assignments.  Complete required documents for background checks. 
• Carry out the assignments entrusted them by the CHAIR. • Attend and participate in regular meetings of the BOARD. 
• Recognize, inform, and consult with the CHAIR if additional assistance in meeting their commitments is required.

GENERAL RESPONSIBILITIES OF THE BOARD 
• Work with the appropriate committees, officers, and other church leaders to carry out the educational efforts of the church. 
• Communicate regularly to ensure mutual understanding of goals, objectives, and activities. 
• Foster spiritual growth in the life of the individual Christian. 
• Provide learning opportunities for both members and non-members of all ages. 
• Provide input as necessary to assist in the preparation of an annual budget for the BOARD. 
• Act as a steward of the resources made available to the BOARD. 
• Ensure that supplies, materials, and equipment are available as authorized and necessary for the conduct of educational programs.  Oversee the care of equipment related to Christian Education. 
• Plan, implement, and conduct Vacation Bible School. 
• With input from the Pastoral and ministerial staff, help to identify, recruit, and appoint leaders of Sunday School and Vacation Bible School. 
• Coordinate the operation and staffing of the Nursery. 
• Promote and coordinate Christian Education within the community, in cooperation with the Board of Evangelism.
• Encourage continued and increasing participation of congregational members in various opportunities of Bible study, in both individual and group settings. 
• Regularly review the availability and condition of facilities to ensure continued educational opportunities within the congregation, and make recommendations to the appropriate groups in the church concerning any needed change

PURPOSE     
• The Recording Secretary shall keep the minutes, have responsibility for records and reporting of significant actions of the church, oversee the archives, attest to all documents that require such signature, and perform other duties as prescribed by the Constitutions and Bylaws of the church.  

ASSIGNMENT 
• The Recording Secretary is a required officer on the Church Council and is an elected position within the church organizational structure.  As such, they are selected by the Nominating Committee, voted into office by the Voter’s Assembly, and serve a term per the requirements of the church Constitution and Bylaws.

• The Recording Secretary is accountable to the church congregation and reports directly to the Church Council.

DUTIES AND RESPONSIBILITIES
• Record and present the minutes of Church Council, Voter’s Assembly, and other meetings as needed. 
• Maintain and provide for the publication of official documents and policies of the church. 
• Assist with the preparation and distribution of agendas and other printed materials at Church Council and Voter’s Assembly Meetings. 
• Conduct all official correspondence of the Voter’s Assembly. 
• Receive all other records, reports and minutes and properly store them in the church archives. 
• Notify members of the date, time, and place of Voter’s Assembly Meetings, per the requirements specified in the Constitution and Bylaws.
 

Council Vice President

PURPOSE

DUTIES AND RESPONSIBILITIES

• Succeed the congregational President in the event of his death, resignation, expulsion, or permanent disability. 
• Assist the congregational President in all his duties as requested.
• Meet regularly with the appropriate pastoral staff and President to review past progress and plan future efforts and priorities. 
• Assist with the coordination of calendar activities for the coming year. 
• Perform the duties of recording secretary in that individual's absence.
• Serve as the Chair of the Nominating Committee.
• Perform an annual review of ministerial staff and congregational officer job descriptions and personnel records, with the assistance of those individuals deemed necessary to accomplish the task. 
• Assist with the preparation and distribution of agendas in advance of Church Council and Voter’s Assembly meetings.

Elders

CONGREGATION OFFICER JOB DESCRIPTION
Trinity Lutheran Church

MINISTRY NAME
BOARD OF ELDERS

PURPOSE
To ensure proper conduct of all spiritual activities of Trinity congregation and to encourage the spiritual growth of its members by participation in them, with particular attention to divine worship services.  

ACCOUNTABILITY
The Board of Elders is accountable to the Church Council.

DUTIES AND RESPONSIBILITIES
These guidelines are listed here in accordance with the Congregation's constitution and Article VI (Section E) of the Bylaws. 
1. The Board of Elders [“BOARD”] shall have responsibility for: 
a. Conduct of corporate spiritual activities of the congregation, especially worship services;
b. Encouragement of the spiritual welfare and growth of congregational members individually; and  
c. Attention to the well-being of the Pastor, Director of Christian Education and other Called ministers [“STAFF”].

2. The BOARD shall normally comprise a chairman elected by the congregation and thirteen other persons elected by the BOARD, except at such times as members resign and are not yet replaced.  
a. The number of members may be altered by majority vote of the BOARD.  
b. The Board shall elect a Vice-Chair to preside at meetings the Chairman cannot attend. 
c. The Board shall elect a secretary to record meeting minutes 

3. The chairman of the Board of Elders, also called Head Elder, shall be responsible for the policies, conduct and meetings of the BOARD. 
a. The chairman shall schedule, set the agenda, and preside at of the regular meetings of the BOARD. 
b. The chairman shall appoint Elders to serve as liaisons, at a minimum, for each of the following committees: Boards of Christian Education, Social Ministry, Evangelism, Youth Ministry, and Property, the Ushers, Music Ministry and the Altar Guild. Other committee assignments may be made to other ongoing and ad hoc congregational committees such as Assimilation, Public Relations, Hospitality, and Sanctity of Life.   
c. The chairman or his designee shall report the recommendations of the BOARD to Church Council and the Voter's assembly.  
d. The chairman may call special meetings of the BOARD and may reschedule or cancel any of its regular meetings.

4. Members of the BOARD shall care for their Care Group (see Section 6), carry out assignments entrusted them by the Head Elder, and attend and participate in regular meetings. 
a. Elder participation in monthly meetings is a key responsibility and one that Elders must not neglect.  
b. Accordingly, it is the expectation that all Elders should attend all meetings. 
c. Should an Elder not be able to attend a meeting, he should notify the Head Elder.  
d. It is the duty of the Head Elder to reach out with Christian love to those Elders who do not attend meetings regularly and to try and bring them back to regular attendance.   
e. It is the duty of an Elder to recognize if he does not have time in his schedule to meet the commitments of the position.

5. The BOARD shall meet once a month, except up to twice per year when the meeting may be cancelled (refer to section 3.d.).  

6. While the entire BOARD is responsible for worship service and the spiritual welfare and activities of the congregation, both individually and corporately, as a matter of convenience each Elder is assigned care of a group of members (or “Care Group”).  
a. No congregational member shall be without an assigned Elder.  
b. The Head Elder shall assign members to Care Groups with the approval of the Elder responsible for the Group. 
c. Elders are charged with developing a special concern for and relationship with the members of their Care Group, with praying for them, and with communicating with them regularly.  
d. Elders shall discuss with the BOARD those Care Group member concerns that they judge to be of importance to the spiritual welfare of the church at large and which are not shared with them in confidence. 
e. The Care Group of the Head Elder shall consist of, but need not be limited to, the Elders and their families.  
f. Upon reception into membership, new members become thereby part of the Care Group of the chairman, but only until they are assigned to another Care Group.  

7. The BOARD shall serve as aids to the STAFF, supporting them with prayer and helping them with special problems in their ministry. The BOARD shall: 
a. Help the STAFF cultivate a spirit of harmony and caring among the congregation members; 
b. Be concerned with the spiritual, emotional and physical health and welfare of the STAFF and their families; and 
c. Ensure that STAFF are provided with such compensation, housing and assistance with their work to allow them sufficient free time for personal responsibilities, study and relaxation.

8. The BOARD shall be responsible for providing adequate assistance at all worship services. To that end, The BOARD shall have and oversee a standing subcommittee dedicated to this purpose to be called “the Ushers”, that shall consist of at least a Head Usher and two assistant Ushers, that is open to all members willing and able to serve in this capacity, and that operates under guidelines they establish subject to the approval of the BOARD.

9. The BOARD shall be responsible for providing adequate care of the altar. To that end, the Board shall have and oversee a standing subcommittee dedicated to this purpose, to be called “the Altar Guild”, that is open to all members of the church, and that operates under guidelines they establish subject to the approval of the BOARD. 

10. The BOARD shall be responsible for encouraging members to provide music in its many forms to enhance church worship services, be they organist, pianist, soloist, instrumentalist, or choir member. To that end, the Board shall have and oversee a standing subcommittee dedicated to this purpose, to be called “the Music Ministry Committee”, that is open to all members of the church, and that operates under guidelines established by the BOARD.

11. The BOARD shall arrange for pastoral services when a vacancy occurs in a Called office, including the exercising of appropriate leadership in the Call Process as specified by the Constitution and By-Laws. No less than one Elder shall be included on any Call committee. The chairman may be so assigned and count toward this minimum representation.

12. The BOARD shall be responsible for the proper conduct of all those public worship services approved by the congregation and any special worship services requested by the STAFF. Except for the regular Sunday worship services, the BOARD will set the schedule for these worship services in agreement with the STAFF.

13. The BOARD shall make appropriate recommendations to the Church Council regarding the reception of new members, peaceful release and the transfer of members.  

14. The BOARD shall draft an annual budget to present for approval to the Church Council once a year to include expenses for pastoral care and worship services including STAFF salaries, benefits, cell phone and conference/convention expenses; special pulpit assistance; Altar Guild expenses; miscellaneous worship supplies; the Organist’s salary and benefits; Music Ministry expenses, and remunerations for regular, substitute and special instrumentalists/accompanists/directors.

15. Each Elder is responsible for relaying important information as determined by the Head Elder or STAFF to members of his Care Group.  If an Elder cannot do this, it is his responsibility to recruit a member of his Care Group to fulfill this obligation.

ELECTION AND ELIGIBILITY 
1. The Head Elder shall be selected by majority vote of the congregation as defined in the church Constitution and By-Laws.
2. All Elders shall be communicant members in good standing of Trinity Lutheran Church. 
3. Background check is required.

 

Evangelism

CONGREGATIONAL MINISTRY DESCRIPTION

PURPOSE    
• To oversee and give direction to the congregation’s evangelism and outreach activities.

• Recognize, inform, and consult with the CHAIR if they believe they are unable or unwilling to fulfill their commitments to the BOARD, and to resign until such time as the situation is remedied. 

GENERAL RESPONSIBILITIES OF THE BOARD 
• Work with the appropriate committees, officers, and other church leaders to carry out the evangelism efforts of the church. 
• Communicate regularly to ensure mutual understanding of goals, objectives, and activities among BOARD members, Church Council, and the appropriate pastoral and ministerial staff. 
• Provide input as necessary to assist in the preparation of an annual budget for the BOARD. • Act as a steward of the resources made available to the BOARD. 
• Ensure that supplies, materials, and equipment are available as authorized and necessary for the conduct of evangelism and mission programs.  Oversee the care of equipment related to evangelism. 
• Be responsible for conducting programs and emphases in the areas of evangelism, new member assimilation, public relations, and missions.
• Strive to generate in the entire congregation a Christian concern regarding lost souls and the Christian’s responsibility as a witness-bearer. 
• Encourage members of the congregation to witness to one another as well as to the unsaved.
• Foster a climate of evangelism by cooperating with the appropriate pastoral staff and the DCE in arranging evangelism emphases in worship services and in special programs. 
• Be responsible for maintaining a well-ordered and up-to-date file of prospective church members. 
• Be responsible for enlisting and training lay members to make evangelism calls, and together with the appropriate pastoral staff, arrange an ongoing visitation program as an integral part of the congregation’s ministry. 
• Cooperate with the appropriate pastoral staff in organizing periodic adult instruction classes and strive to provide a nucleus of congregational members to befriend membership prospects. 
• Ensure, in conjunction with the Board of Christian Education, that the Sunday school, vacation Bible school, Christian day school, and other agencies of the congregation are committed to mission outreach as well as to Christian nurture. 
• Cooperate with the Board of Elders in the reception, orientation and integration of new members by: 
o Having an orientation program for all new members; 
o Linking a sponsor with all new members for one year; 
o Involving new members in small-group Bible Studies and fellowship groups; 
o Encouraging new members in Christian service. 
• Be responsible for the maximum possible use of the communication media to bring the Gospel of Jesus Christ to the community. 
• Conduct mission projects, activities and emphasis including: 
o Selecting mission projects to present to Council for approval; 
o Preparing publicity concerning mission projects for the newsletter and/or Sunday bulletin; 
o Prepare prayers and/or prayer suggestions for projects; 
o Determine mission emphasis on Sundays, mission fairs, etc. 
o Be a catalyst to encourage volunteerism for missions; 
o Encourage mission Bible studies.

PURPOSE    
· To facilitate and control changes to furnishings and décor as delegated by Council or Voters. In this capacity, the Furnishings and Décor Sub-Committee (the Sub-Committee) would:
1. Review any proposed changes to colors and décor to interior surfaces. 
2. Review any proposed changes to furnishings on the premises. 
3. Approve or defer approval to Council or others as deemed appropriate.

COMPOSITION & ORGANIZATION
· The Sub-Committee shall be aligned and report to the Executive Committee of Council or to a Council Member as designated by Council President. 
· The Sub-Committee shall normally consist of a Director and two or more members appointed by the President, Council or the Executive Committee.
· The Sub-Committee shall be activated when changes for which they are responsible are proposed. 
· The Sub-Committee would not be responsible to review any changes which have been approved at the Council or Voters Assembly.

RESPONSIBILITIES OF THE SUB-COMMITTEE

The Sub-Committee has authority and responsibility as delegated by Council for approving changes to décor and furnishing, these include:

· Floor treatments
· Furniture additions or changes, including those exterior to the building.

JOB DESCRIPTION
Be a blessing to those less fortunate through the support of the Trinity Lutheran Church Meals for the Homeless ministry.

PURPOSE
The purpose of the Meals for the Homeless program is to provide home-cooked meals to those in need.  The effort includes food preparation, packaging and distribution to homeless persons on the Southside of Savannah.    

Trinity Lutheran Church prepares 24 “bagged meals” on Mondays and 24 “hot meals” on Fridays each week.

ACCOUNTABILITY
Volunteers are accountable to the Board of Social Ministry.  The Board of Social Ministry is accountable to the Pastor, Church Council, and TLC congregation.

QUALIFICATIONS
The volunteer will have the ability to prepare a meal, or part of a meal, for 24 servings.  
The volunteer will have the willingness to work on their own and the compassion and necessary concern and commitment to serve the homeless of the community.
A background check is not required.

RESPONSIBILITIES
Volunteers of the Trinity Lutheran Church homeless meal efforts are responsible for the following depending on the volunteer's level or ability of involvement:
• Obtain food items necessary to prepare 24 meals.
• Food may be prepared at home and transported to Trinity Lutheran Church or prepared in the Education Building kitchen. If the kitchen is used, it must be cleaned.
• Transport prepared meals to Education Building by 3:30 p.m.  
• Assist with packaging of meals for delivery.
• Assist with the delivery of meals to the homeless.

• Timely reports to Church Council of activities taken to market Trinity to the community.

• Develop and implement yearly marketing plan and projects for new and existing programs.

• Establish and coordinate events under a Master Calendar to effectively utilize each ministry.

BOARD OF PROPERTY MANAGEMENT

MISSION

PURPOSE     
• The preservation of all real and personal property of the congregation.

COMPOSITION & ORGANIZATION 
The Board of Property Management, hereafter referred to as the BOARD, shall normally consist of a CHAIR elected by the congregation’s voting members at a properly convened Voter’s Assembly.  The CHAIR will serve a term as specified in the church Bylaws and is a designated voting member of the Church Council.  Additional willing and able voting members of the congregation will be recruited to serve on the BOARD and its various subcommittees in order to expedite accomplishing the functions of the BOARD.  In the absence of an elected candidate to serve as the CHAIR, the Church Council will appoint an interim CHAIR until a suitable candidate to the CHAIR position has been identified, said candidate would then be confirmed by election at the next scheduled Voter’s Assembly. The BOARD, under normal circumstances, shall meet at the discretion of the CHAIR, servant events such as Congregational Work Day may be held in lieu of regular meetings.

ACCOUNTABILITY    
The CHAIR and BOARD is accountable to the Church Council and Voters Assembly.

QUALIFICATIONS 
The CHAIR qualifications include:  
• The ability and commitment to function as a member of the Church Council.   
• Ability to attend monthly and quarterly meetings and work activity events and participate in meetings as a member or leader.  
• A background in the repair and maintenance of buildings and equipment. 
• A working knowledge of simple budgets and contracts.  
• Organizational skills to manage small group or team repair activities.  
• Must be able to climb stairs and ladders for inspection purposes.  
• Background check required.

RESPONSIBILITIES OF THE CHAIR 
The CHAIR has authority and responsibility for all personal and real property of the congregation, these include:


A. Church Property and Equipment 
a. Implementation & Facilitation: Carry out resolutions as instructed by the Voters and Council regarding purchases, repairs, replacements or modification of church property and equipment.  
b. Work Lists: Develop and maintain a backlog of repairs and improvements to the facility. Establish priorities for work to be accomplished. Secure needed material, equipment and technical skills needed within budget to complete routine work items.  
c. Capital Projects: Maintain a list of capital project “opportunities” to itemize needed repairs and improvements. Provide guidance to Council and Voters concerning major purchases, equipment and building repairs, and any other major capital expenditures beyond the direct authority of the Property Management.  
d. Property Files: (Develop and) Maintain a file of all real and personal property to include the replacement cost, serial numbers, model, and style and type numbers as appropriate. 

B. Security and Protection of Church Assets  
a. Building Security: Maintain a key control program for keys issued for access to all church facilities and provide for the issuing of such keys. Provide guidance to Council and Trinity staff concerning individuals who are authorized to hold keys. Retrieve keys from individuals who are no longer authorized to hold them. 
b. Emergency & Security Equipment: Establish and maintain security, emergency egress, and fire monitoring and control equipment for the facility. 
c. Consultation: Provide guidance, administration, and support to Council in the protection of information, intellectual property, and real property critical to the operation of the Church.  
d. Over site: Provide for the care and safekeeping of all official documents of the congregation, particularly the Articles of Incorporation, the constitution and bylaws, all insurance policies, all deeds and titles, all legal opinions and legal correspondence, all contracts and all blueprints. 

C. Administration. 
a. Management: Participate in the management of Trinity affairs as a member of Church Council. Attend meetings and chair or participate in subcommittees as needed.  Report, in writing, the status and recommendations of the BOARD to Church Council and the Voter’s Assembly. Establishment and communicate the goals and activities for the BOARD.  
b. Board Members: Help identify, recruit, and train lay adult volunteers as Board members to assist in the maintenance and care of congregation properties. Appoint, when necessary, a Board members or other member as a substitute for the CHAIR and assume their duties. Board members duties and responsibilities shall be defined and delegated by the Board Chair as limited by the Constitution and By-Laws. Board member positions include but are not limited to the following areas:
I. Landscaping
ii. Mowing and Edging 
iii. Computers, A/V and Electronics
iv. Kitchen 
v. HVAC and Electrical 
vi. Buildings General 
c. Meetings: Schedule, set and distribute the agenda, and preside at the regular meetings of the BOARD. With appropriate advance notice provided to all BOARD members, call special meetings of the BOARD, reschedule, or cancel any regular meetings. 
d. Negotiation: Negotiate and recommend for approval by the Church Council or Voters, all contracts and purchases relative to the properties of the congregation.  
e. Purchasing & Contracts: Purchase materials, repair parts, contract services, and supplies within budget limits and delegated authority as needed to maintain the equipment and buildings.  Secure and approve the hiring of contract employees or services to perform custodial and routine maintenance and emergency services.  
f. Budgeting & Cost Control: Prepare an annual budget funds for adequate staffing, services, and supplies for the facility consistent with Trinity’s ministry plan. Control purchasing made by others in areas related to Property Management. Periodically review expenditures with the Church Council. 
g. Utilities: Review utility use, primarily gas, electric, water, and telecommunications, and include in the budgeting cost control process. Make recommendation for control and reduction of these variable costs.

D. Building Use and Control  
a. Sub-committees: Sub-committee assignments may be assigned as responsibility of Property Management by Council or Voters. The CHAIR will appoint sub-committees and individuals to plan and implement the various activities of the BOARD and coordinate the activities of said sub-committees directly or through a designated representative. These sub-committees may be standing, as needed or ad hoc in their function.  
b. Building Use and Control Sub-committee: An ad-hoc committee to provide and maintain, with approval of the Church Council, will: 
i. May develop for approval a set of regulations governing the use of church properties, facilities and equipment. The CHAIR or subcommittee head or their designee shall administer rules and regulation regarding the use of the facility. 
ii. May develop for approval a set of priorities and cost schedule guidelines with approval of the Council in granting use of church property, facilities and equipment to various groups and individuals.
iii. May develop for approval guidelines to regulate and coordinate the use of property, facilities, and equipment. 
iv. May develop for approval and maintain a set of forms and procedures as necessary to the administration of this function.   
v. May develop for approval recommendations and refer extraordinary use requests to the CHAIR or Council to render a decision.  
c.  Furnishings Sub-committee: An ad-hoc sub-committee to research and recommend furniture for the acetic improvement or functionality of the buildings.  The sub-committee, with approval of the Church Council, will: 
I. Be activated or dissolved by directive from the CHAIR or Church Council. 
ii. Identify and bid furniture and other items as directed and recommend purchase of same to the CHAIR or Church Council.  
iii. Schedule and oversee the delivery and installation of these approved and purchased materials.  
d. Hurricane Preparedness Team Council Sub-committee: Act as Hurricane Preparedness Coordinator (HPC) as defined in the Hurricane Preparedness Plan. Annually review and update the plan as needed.  
 


E. Miscellaneous  
a. Direction: Enlist, coordinate and schedule work on approved projects, normal repairs and routine maintenance services. 
b. Inspection: Make a periodic physical inspection of all church properties.  
c. Hazard Abatement: Insure that on-the-spot repairs are made for safety items and remove potential hazards. Where an emergency exists, or a delay could endanger life or health or cause still greater damage, incur such expense as is necessary to render the congregation's premises safe and also to protect congregation property from casualty, liability, theft or undue exposure to the elements. 
d. Termination of Position:  Recognize, inform, and consult with the President of the Church Council if they believe they are unable or unwilling to fulfill their commitments to the BOARD, and to resign until such time as the situation is remedied. Should the CHAIR decide to quit their position, and barring an emergency situation, they are to 
i.  1) provide sufficient notice and reason to the President so as not to disrupt the operations of the BOARD,  
ii. 2) continue in their position for 30 days, or until such time as their replacement has been designated, whichever comes first, and 
iii. 3) work in conjunction with the new CHAIR and Church Council to affect a smooth transition of any work in progress. 

RESPONSIBILITIES OF BOARD MEMBERS 
BOARD members shall: 
• Serve for a period of one year or, at the discretion of the CHAIR, the requisite amount of time required to fulfill their assignments. 
• Carry out the assignments entrusted them by the CHAIR. • Attend and participate in regular meetings of the BOARD. 
• Recognize, inform, and consult with the CHAIR if additional assistance in meeting their commitments is required.
• Recognize, inform, and consult with the CHAIR if they believe they are unable or unwilling to fulfill their commitments to the BOARD, and to resign until such time as the situation is remedied. 

GENERAL RESPONSIBILITIES OF THE BOARD

• Ring the bell at 9:45 a.m. in the Social Hall.
• Places SS attendance clipboards at each classroom at the beginning of the SS hour.  Counts number of adults in SS classes.  Records attendance.
• Once a month send out birthday and “we miss you cards” to SS students.  Send “thinking of you cards” to TLC Shut-ins.
• The SS Secretary in cooperation with the Board of Stewardship shall provide youth offering envelopes to the children attending SS. Administer the assignment of envelope numbering and provide mailing addresses and contact information to the Financial Secretary as needed. Record each contribution on the pre-printed sheet in the SS binder. Place the counted offering in an un-numbered offering envelope labeled as SS. Place the completed pre-printed sheet along with the offering in the offering plate. 
• Obtain contact information for each new SS child and give a copy of this information to their SS teacher when you escort the new attendees to class.  Assist parents with filling out the Sunday School registration form.  Update SS roster as necessary. 
• Provide a SS welcome packet to new families.  
• Ring the closing bell at 10:50 a.m. in the Education Building to dismiss classes.
• Assist with planning and executing events and programs for Sunday School.
 

Sunday School Superintendent

PURPOSE
• Establishes the Sunday School Strategic Plan jointly with Board of Christian Education Chair and Board.

• Coordinates marketing and event requirements for SS with TLC Marketing Director.

• The Sunday School Superintendent is accountable to the Chair, Board of Christian Education.

QUALIFICATIONS
• The Sunday School Superintendent shall have the necessary aptitude and commitment to coordinate Sunday School curriculum and activities.

RESPONSIBILITIES
• Evaluates Sunday Schools Strategic Plan process: Chairs Sunday School Growth Committee meetings,  prayerfully coordinates the tactics listed on the SS Strategic Plan with committee members so that our strategies and goals may be met.  Lord willing.  Updates SSSP as needed.  
• Supports the SS staff: Chairs SS staff meetings.  Orders Growing in Christ Curriculum teaching guides and tools as well as student lesson leaflets.  Discovery Guides and additional materials as needed.  Ensures SS staff shortages are covered when members are out.  Ensures staff is kept up to date on SS Growth Committee progress and planned events.  Directly enlists, engages, equips and trains SS staff members, as needed.  Supports SS staff and encourages them in the goals of the Sunday School Strategic Plan.

• Ensures the BCE Director is kept up to date on SS progress.  Solicits and receives guidance as needed.
• Seeks Pastor’s support in promoting SS. 
• This includes the commissioning service for SS staff on Rally Day, including children as much as possible in the Rally Day Church Services,  preaching occasionally on SS themes, providing training/support to SS staff, and encouraging everyone to attend weekly worship services, participate in weekly Bible Studies and provide support to at least one TLC service.    

 

Sunday School Teacher

• In addition to the Lutheran Study Bible and Concordia Publish House Growing in Christ lesson material, try listening to the Seeds of Faith podcast an in-depth discussion of each week’s lesson at cph.org/podcast.  It is awesome.  Change to:  Utilize the Lutheran Study Bible and Concordia Publishing House “Growing in Christ” lesson material each week.
• Read the Sunday School Strategic Plan and work towards established goals and objectives.
• Encourage children to see the everyday application of the lesson in their life.
• Pray that SS and TLC grow.  Pray for your students, Sunday School and Congregation.

• The Chair, Board of Stewardship shall have the talents and aptitude necessary to meet the needs of TLC.

RESPONSIBILITIES
• Survey the congregation for skills, gifts, experience, abilities and interests for use in volunteer ministry. 
• Develop and maintain a comprehensive database that lists the service opportunities that are available and the members that currently volunteer for those roles. 
• Plan and coordinate use of volunteers with other staff members.  
• Encourage the congregation to offer their time, talents and treasures to the service of the Lord. This can be done through bulletin items, newsletter articles, or personal interaction.  
• Recruit and oversee the Financial Secretary and Offering Counters.  
• Reorder Offering envelopes on a yearly basis. Administer all electronic giving programs, providing any updates as needed to the Web Master.
• Provide oversight to the development of the Ministry Spending Plan based on church priorities and available funds.
• Provide guidance to the office of Treasurer in the handling and distribution of funds as needed.
• Provide to the President of Church Council, suggested members of the Financial Review Committee by the end of each Fiscal year. This committee will be appointed by the President and the depth of the financial review shall be determined by the Church Council. (See by-laws)

Mission
Rev 7:9 prays the Lord of the Harvest to use our labor to create a sense of urgency and hope as we build coalitions of ministries and develop a vision to inspire and equip pastors, leaders, and congregations to reach ethnic groups beyond their own by providing resources and coaching to insure the advance of God’s Kingdom on earth.

Task
The congregational Igniter is someone who has passion to reach across cultures for the mission of Jesus to make disciples as we are going and is able to encourage, excite, and incite others to become more ardent supporters of the Rev 7:0 vision of the great multiethnic multitude.

Qualifications
Be a person of prayer, Holy Spirt consecration and deep love for seeking and serving the lost of other cultures.

Serve with the consent and blessing of the pastor and congregation leaders.

Have a passion for mission and the people of God who are newcomers to America and the community.

Has the ear of the pastor and is able to have uplifting and encouraging conversations about mission opportunities for the congregation.

Be willing, with the knowledge and consent of the pastor and congregational leaders, to develop and lead the Rev 7:9 initiative for outreach efforts in the community.

Report as necessary to the pastor and Rev 7:9 Project Manager.

Able to communicate effectively with people from other cultures with a Rev 7:9 focus.

Training
Meet and share information and best practices with other congregational Igniters in ZOOM meetings convened by the Rev 7:9 Program Manager.

Youth Ministry

CONGREGATIONAL MINISTRY DESCRIPTION
Trinity Lutheran Church, Savannah, Georgia

MINISTRY NAME
BOARD OF YOUTH MINISTRY 

PURPOSE     
• To facilitate, develop, coordinate, and administer the affirmation, spiritual growth, and Christian education of the congregational youth through cooperative supervision and participation in fellowship activities, evangelism, worship services, and support of families of youth.
• To assist young people to grow in faith, their personal relationship with Christ and who they are as God's people, so that they are able to serve in meaningful ways in the church and in the world.
• To support young people as full members of the church today as well as the church of the future.
• To challenge young people to take a role in shaping the church's mission to the world.
• To ensure that young people are a part of and not apart from the congregation's life and mission by equipping them to utilize their God-given gifts as faithful disciples.
• To address the full range of life issues of youth in the congregation and the community.
• To provide and promote cooperative leadership education to, and oversight and coordination of, volunteer members involved in Youth Ministry. 

COMPOSITION & ORGANIZATION 
• The Board of Youth Ministry, hereafter referred to as the BOARD, shall normally consist of a CHAIR and recruited voting members of the congregation.  The CHAIR is elected by the voting members of the congregation at an appropriate and regularly scheduled Voter’s Assembly meeting.  
• The CHAIR will serve a term as specified in the church Bylaws, and is a designated voting member of the Church Council.  
• Willing and able voting members of the congregation will be recruited to serve on the BOARD and its various subcommittees.  
• In the absence of an elected candidate to serve as the CHAIR, the Director of Christian Education will serve as the CHAIR until 1) the election of a candidate to the CHAIR position at the next scheduled Voter’s Assembly meeting in which candidates are elected, or 2) the Church Council appoints an individual to the position.
• There shall be a minimum of three persons, excepting the CHAIR, serving on the BOARD.
• There shall be no limit to the maximum number of persons serving to accomplish the functions of the BOARD.
• The BOARD, under normal circumstances, shall meet at least once each month, except up to twice per year at the discretion of the CHAIR, provided sufficient advance notice is communicated to all BOARD members. 

ACCOUNTABILITY    
• The CHAIR is accountable to the Church Council, with oversight and guidance provided by the Director of Christian Education.

 

QUALIFICATIONS 
• The CHAIR shall have the talents, necessary aptitude, and commitment to function as a member of the Church Council.  
• They shall be a committed Christian, capable of receiving direction from and cooperatively working with the Director of Christian Education, facilitating the direction of other BOARD members, and interacting with congregational youth of all ages. 
• Background check is required.

RESPONSIBILITIES OF THE CHAIR 
The CHAIR of the Board shall:
• Schedule, set and distribute the agenda, and preside at the regular meetings of the BOARD. 
• Help identify and recruit lay adult volunteers for positions within the Board, and recommend them to Church Council for approval. 
• Appoint subcommittees and individuals to plan and implement the various activities of the BOARD. 
• Report, in writing, the status and recommendations of the BOARD to Church Council and the Voter’s Assembly. 
• With appropriate advance notice provided to all BOARD members, call special meetings of the BOARD, reschedule, or cancel any regular meetings.
• Appoint, when necessary, a BOARD member as a substitute for the CHAIR and assume their duties.
• Seek the counsel of the Pastor and other church leadership in the development and administration of Youth Ministry programs.
• Cooperatively manage the conduct of all activities associated with the Youth Ministry program. 
• Assist in the development and administration of an annual budget for the Youth Ministry programs.
• Recognize, inform, and consult with the President of the Church Council if they believe they are unable or unwilling to fulfill their commitments to the BOARD, and to resign until such time as the situation is remedied.  Should the CHAIR decide to quit their position, and barring an emergency situation, they are to 1) provide sufficient notice and reason to the President so as not to disrupt the operations of the BOARD, 2) continue in their position for 30 days, or until such time as their replacement has been designated, whichever comes first, and 3) work in conjunction with the new CHAIR and Church Council to effect a smooth transition of any work in progress. 

RESPONSIBILITIES OF BOARD MEMBERS
Members of the BOARD shall: 
• Serve for a period of one year or, at the discretion of the CHAIR, the requisite amount of time required to fulfill their assignments. 
• Carry out the assignments entrusted them by the CHAIR. • Attend and participate in regular meetings of the BOARD.
• Recognize, inform, and consult with the CHAIR if additional assistance in meeting their commitments is required. 
• Recognize, inform, and consult with the CHAIR if they believe they are unable or unwilling to fulfill their commitments to the BOARD, and to resign until such time as the situation is remedied. 
 

DUTIES AND RESPONSIBILITIES OF THE BOARD
• Work with the appropriate committees, officers, and other church leaders to carry out the Youth Ministry of the church. 
• Attend regularly scheduled meetings of the Board of Youth Ministry and its members to ensure mutual understanding of goals, objectives, activities, and support. 
• Assist in identifying, recruiting, and training lay adult volunteers to serve on the Board of Youth Ministry, and to assist in the efforts of the Youth Ministry programs. 
• Assist in the planning and execution of activities, outreach opportunities, and attendance of appropriate local and LCMS sponsored gatherings for the congregational youth. 
• Assist with the development and preparation of an annual budget to fund the efforts and activities of the Youth Ministry program. 
• Act as a steward of the resources made available to the Board of Youth Ministry
